Senate GOP Back President's Proposal to Replace Obamacare

US senators are working through the weekend for the initial time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the impasse appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Consequences of Federal Closure

The effect on US citizens from the longest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Golf Course

As weekend meeting got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Democratic lawmakers expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator reacted to the criticism of insurance companies by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for Medicare for All."

Ongoing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans turned down an proposal to restart the government and continue the payments for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a one-year extension of the subsidies before discussing the future of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Situation

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the support of several Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some analysts indicated that the essence of such a proposal would remove the ACA's requirement that carriers cover individuals with existing health issues.

After his golf outing, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to secure enough backing in 2017.
